In LA, fence post movement is most often caused by expansive clay soils that swell with rain and shrink during dry spells. This constant ground movement loosens the soil around the post, especially if the original installation didn't set the post deep enough or use concrete. Older wooden posts can also rot below ground, losing their grip. The result is a leaning fence that looks bad and may eventually fall.
